As part of Route 42—one of Winnipeg’s major arterial roads—Pembina Highway hosts many different commercial and residential buildings and developments. A private investment group engaged the Nadi Group to create a set of three urban design options and development specifications for 3021 Pembina Highway.

Project Summary

Formally the site of a car dealership and vacant for several years, 3021 Pembina Highway presented the opportunity for an innovative and multi-scale urban redevelopment. To determine the site’s feasibility and best use(s), we analyzed existing commercial and residential uses and buildings and spaces over a seven-kilometre stretch of Pembina Highway (between Winnipeg’s Perimeter road to the south and Bishop Grandin Highway to the North). We concluded that there was a significant opportunity for a new multi-family residential development with multiple unit types, including a mix of apartment and condo opportunities.

Our Role

In addition to analyzing commercial and residential uses, we performed a number of parking studies that aimed to balance underground parking with on-site parking. We also established phasing plans for the build-out of the entire site for each design, including a pro forma analysis of the financial outlook for the development. We presented a feasibility study for the client, which they used to engage building consultants. The project’s construction is now underway.
